- Wait for the Exclusion Order
The PAGCOR self exclusion form is how you ask the regulator to shut you out of its licensed gaming, and you can file it today without leaving your phone. It is one part of PAGCOR online player protection. PAGCOR runs it through an online portal and an older paper route, and both lead to the same kind of order. The steps below put the period, the documents and the wait in the order you will meet them, and the sections after them explain what the order does.
Steps to file a PAGCOR self exclusion form
Work down this list in order. Each step can be done from this page’s instructions.
- Choose your period: 6 months, 1 year or 5 years.
- Gather your documents if you use the paper form: a government-issued photo ID photocopy and two 2x2 colour photos.
- Type osea.pagcor.ph into your browser’s address bar and read the privacy notice.
- Press Start Application and complete the online self-exclusion application.
- Wait for PAGCOR’s Responsible Gaming Department to review it and, if it approves, to issue an Exclusion Order.
Type the address yourself. Do not follow a link from a text or chat, and read how smishing texts that ask for codes imitate agencies.
What PAGCOR exclusion covers once approved
PAGCOR exclusion applies to all PAGCOR-licensed casinos and all PAGCOR-licensed online gaming platforms for the period you chose. PAGCOR says implementation across all of them may need about two to three weeks, so the block is not instant.
| Detail | What PAGCOR publishes |
|---|---|
| Periods for self exclusion | 6 months, 1 year or 5 years |
| Periods for family exclusion | 6 months, 1 year or 3 years |
| Ending | The order lifts automatically after the period |
| First six months | Irrevocable |
| Reach | All PAGCOR-licensed casinos and online gaming platforms |
| Time to take effect | About two to three weeks |
Worked example: if you file on a Monday and choose six months, count roughly two to three weeks until it is active everywhere, and plan to stay away from licensed sites from the day you submit.
The National Database of Restricted Persons
Once an Exclusion Order is issued, your identifying information is recorded in the National Database of Restricted Persons, shortened to NDRP. PAGCOR makes the information needed to enforce the order available to all PAGCOR-licensed casinos and online gaming platforms, subject to privacy and security requirements. PAGCOR’s responsible gaming page lists persons in this database among those prohibited from playing on any online gaming platform, together with persons under 21.
| Who is on PAGCOR’s prohibited list | Applies to |
|---|---|
| Persons under 21 | Entering and playing, online and on site |
| Persons in the NDRP | Entering and playing, online and on site |
| Government officials, employees and uniformed personnel | As set out on PAGCOR’s page |
What to prepare for the paper route
The Player Exclusion page on pagcor.ph carries the Self-Exclusion Application Form as a PDF and the list below. Read the page again before you submit, because PAGCOR can change its requirements.
- The completed Self-Exclusion Application Form.
- A photocopy of a government-issued photo ID.
- Two 2x2 colour photos, full face, no hat, glasses or mask, taken within the last 6 months.
- A selfie or video call for confirmation if someone else submits for you.
Family exclusion and other help
A spouse, child or parent can ask PAGCOR to exclude someone who needs help, using the Family Exclusion form on the same page. PAGCOR also lists accredited help centres you can contact before or after you file.
| Help centre | How PAGCOR lists it |
|---|---|
| National Problem Gambling | Landline (02) 8248-9568 |
| Gamblers Anonymous Philippines | Mobile 0915 938 2808 |
| Bridges of Hope | Mobile 0917 509 8826 |
For limits you set yourself, read the loss limit meaning in plain words and the page on responsible play limits and tools.
Scams that target people who are trying to stop
Nobody needs to pay you or pay for you to file. If someone offers to speed up an exclusion for a fee, or sends a link in a message, it is a trap. Read how a phishing scam copies a login page and file only at pagcor.ph or osea.pagcor.ph.
